Who Can Apply:

- Properties with direct public road access
- Both converted sites (with DC order) and unconverted revenue sites

- Properties with multiple units owned by different persons
- Properties without a final E-Khata / EP ID
- Properties with major building violations or encroachments
- Properties registered after September 30, 2024
IMPORTANT: Plots over 2,000 sq.m. must apply via a registered architect or engineer through bpac.bbmpgov.in. Revenue / agricultural land without a DC order can still apply — additional charges will be levied.
Documents Required for Converting B-Khata to A-Khata
- Sale deed / title deed — Registered sale deed of the property
- Aadhaar card (E-KYC) — For all owners, Aadhaar-linked OTP authentication required
- Property tax receipts — Latest paid receipts showing nil dues
- B-Khata / E-Khata certificate — Existing B-Khata with EP ID
- Electricity bill (BESCOM) — Latest bill for address proof
- Building sketch / site plan — Drawn by a licensed architect or engineer
- Photographs of property — Recent photos of the current structure
- DC conversion order — Required if land was previously agricultural
- Encumbrance certificate (EC) — To verify no pending loans or disputes
How to Apply Online to Convert B-Khata to A-khata?
- Step 1:
Visit bbmp.karnataka.gov.in/BtoAKhata — enter your mobile number, complete the captcha, and log in via OTP. - Step 2:
Click "Create new request" — enter your E-Khata EP ID and click "Fetch" to auto-populate property details. - Step 3:
Select all property owners and complete Aadhaar E-KYC for each via OTP. You will receive an Application ID. - Step 4:
Confirm the property location on the map — BBMP will visit this exact spot for inspection. Update if incorrect. - Step 5:
Declare if the property is on a revenue survey number and upload the DC conversion order if available. Select property type (Residential / Commercial / Mixed). - Step 6:
Upload all required documents — site sketch, photos, sale deed, tax receipts — and self-certify eligibility. - Step 7:
Review all details and pay the ₹500 application fee online. Download and save your acknowledgement slip. - Step 8:
BBMP officials conduct a physical ground inspection of your property. - Step 9:
On approval, pay the conversion fee (2% of guidance value) online. Your A-Khata certificate is issued digitally.
How to Apply Offline to Convert B-Khata to A-Khata

Verify eligibility — confirm valid B-Khata, nil tax dues, road access, and no major violations. Obtain DC conversion order if land was agricultural. - Step 2:
Visit your jurisdictional ARO or BBMP zonal office and collect the Khata conversion application form. - Step 3:
Submit the completed form with all supporting documents and applicable fees at the BBMP office. - Step 4:
BBMP officials conduct document scrutiny and a physical ground verification of the property. - Step 5:
After approval, receive your A-Khata certificate within 4–6 weeks.
